1.  THIS MESSAGE NUMBER WILL EXPIRE WHEN SUPERSEDED OR RESCINDED.

2.  THIS MESSAGE APPLIES TO SEMI-CENTRALIZED PROMOTIONS FOR THE ACTIVE ARMY (AA).

3.  THIS MESSAGE CLARIFIES PROMOTION BOARD PACKET/PROCEEDING REQUIREMENTS AS OF 1 JUN 11.

4.  ON 1 JUN 11, THE ARMY REVISED THE AA SEMI-CENTRALIZED PROMOTION PROCESS. THE REVISION NOT
ONLY MODIFIED THE METHOD AND MANNER TO COMPUTE PROMOTION POINTS, IT INCORPORATED A FULLY
AUTOMATED PROCESS TO COMPILE PROMOTION POINTS BASED ON DATA ENTRIES TO A SOLDIER’S OFFICIAL
PERSONNEL AND TRAINING FILES.  THE ONLY REMAINING DOCUMENT IN SUPPORT OF THE AA PROCESS IS THE
MONTHLY PROMOTION BOARD PROCEEDINGS.

5.  AMONG OTHERS, A FUNDAMENTAL OBJECTIVE FOR THE FULLY AUTOMATED PROCESS INCLUDES
ELIMINATION OF ALL REQUIREMENTS AT THE S-1/MPD LEVEL TO MANUALLY COMPUTE PROMOTION POINTS;
FREEING THE S-1/MPD TO DIVERT ASSETS TO OTHER CRITICAL MISSIONS, TO INCLUDE TIMELY AND
ACCURATE PERSONNEL INFORMATION MANAGEMENT.  THERE IS NO BASIS TO MANUALLY CALCULATE
PROMOTION POINTS PRIOR TO, DURING, OR AFTER SELECTION FOR PROMOTION.  DATA ACCURACY
EQUATES TO PROMOTION POINT ACCURACY.  IN THE EVENT OF SUSPECTED FRAUD, COMMANDERS
ALWAYS RESERVE THE RIGHT TO FULLY INVESTIGATE AND TAKE ACTION AS OTHERWISE NECESSARY TO
PRESERVE THE INTEGRITY OF THE PROCESS.

6.  THE PROMOTION BOARD PRESIDENT WILL INFORM (IN WRITING) THE PROMOTION AUTHORITY OF THE
BOARD’S RECOMMENDATIONS AS SOON AS POSSIBLE FOLLOWING THE PROMOTION BOARD.  THE BOARD
PRESIDENT WILL REVIEW THE MEMORANDUM OF BOARD PROCEEDINGS FOR ACCURACY, SIGN THE REPORT,
AND FORWARD IT TO THE PROMOTION AUTHORITY FOR DECISION.

7.  THE PROMOTION AUTHORITY WILL MAKE THE FINAL DECISION TO INTEGRATE A SOLDIER ONTO THE
PROMOTION RECOMMENDED LIST BY SIGNING THE PROMOTION BOARD PROCEEDINGS.  SOLDIERS
APPROVED FOR INTEGRATION WILL BE PROMOTABLE AND THE S-1/MPD WILL ACTIVATE THE SOLDIER’S
PROMOTION SCORE FOR INCLUSION ONTO THE PROMOTION LIST.  THE PROMOTION AUTHORITY RESERVES
THE RIGHT TO INTEGRATE (OR DENY INTEGRATION) ANY SOLDIER RECOMMENDED, REGARDLESS OF THE
RECOMMENDATION OF THE PROMOTION BOARD.  THE UNIT WILL MAINTAIN THE ORIGINAL MEMORANDUM
(BOARD PROCEEDING) AND PROVIDE A COPY TO ALL SOLDIERS CONSIDERED BY THE PROMOTION
AUTHORITY DURING ANY GIVEN MONTH.

8.  ON A MONTHLY AND RECURRING BASIS, COMMANDERS HAVE THE ABILITY TO REVIEW, MONITOR AND
VERIFY THE PROMOTION STANDING LIST STATUS OF ALL SOLDIERS ASSIGNED TO THEIR COMMAND.  DURING
THIS MONTHLY REVIEW, COMMANDERS WHO QUESTION THE LEGITIMACY OF A SOLDIER’S LIST STATUS MUST
CONDUCT A PROMOTION AUDIT.

9.  ONCE A SOLDIER IS SELECTED BY NAME FOR PROMOTION BY HRC, THE SOLDIER WILL BE PROMOTED.  
UNITS WILL NOT REQUEST A COPY OF THE PROMOTION BOARD PROCEEDINGS OR OTHER DOCUMENTS TO
VALIDATE THEIR LIST STATUS OR PROMOTION SCORE.
